Texas CASA (Court Appointed Special Advocates) is part of a national volunteer movement that began in 1977 in Seattle when a juvenile court judge conceived the idea of citizen volunteers speaking up for the best interests of children who are in foster care due to allegations of abuse or neglect. Today, the CASA movement has evolved into one of the largest volunteer organizations in the country. CASA volunteers are appointed by judges to watch over and advocate for these children in court, school and other settings; with the goal of reuniting children with their families whenever safe and possible.
Volunteers stay with each case until it is closed with the goal of ensuring these children are kept safe and have the opportunity to thrive and grow. In Texas, there are 74 local CASA volunteer advocacy programs with more than 7,500 volunteers serving nearly 20,000 children in 217 counties across the state. Texas CASA is the statewide organization that provides funding, resources, training and support to these local programs to ensure they can operate effectively and seek out the best possible volunteers who will advocate passionately for the children they serve.

POSITION SUMMARY:
To provide monitoring of the fingerprint-based background check (FBC) compliance for CASA programs in Texas for program compliance with CASA Standards and ensuring the FBC policies outline the process of proper access, use and dissemination of background checks to help improve the agency’s operations. This includes reviewing FBC subscription and rap back compliance, and adherence to policy. Provide FBC and audit training to local CASA programs on an ongoing and annual basis.
ESSENTIAL DUTIES & RESPONSIBILITIES :
- Stays abreast of all laws, rules, and regulations related to FBCs.
- Performs routine to moderately complex audits and/or audits that are primarily small to medium in scale to determine compliance with laws, rules, and regulations.
- Examines and analyzes management operations, internal control structures and systems, and completeness, adequacy, accuracy, efficiency, and compliance with legal regulations.
- Prepares working papers to document the results of the work performed, including interviews, data analysis, and other documentation.
- Prepares or assists with preparing audit reports of findings, outlines discrepancies, and recommends corrective actions.
- Is responsible for follow through and monitoring of any prescribed corrective actions.
- Advises on the requirements, liabilities, and penalties of compliance and noncompliance, and recommends improved management operation systems controls.
- Gathers, collects, and documents information necessary for the development of audit procedures, including reviewing applicable laws, regulations, procedures, and administrative controls.
- Performing complex audits or audits that are large in scale to determine compliance with laws, rules, and regulations.
- Conducts client interviews.
- May conduct post-audit assessments.
- May conduct or assist in conducting special investigations into questionable practices or records.
- Other duties as assigned.
QUALIFICATIONS:
- Experience in accounting or auditing work.
- Experience with FBC audits is preferred.
- Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field is generally preferred.
- Experience and education may be substituted for one another.
- Must pass background checks.
KNOWLEDGE, SKILLS & ABILITIES:
- Excellent verbal and written communication skills, including:
- ability to communicate potentially objectionable or sensitive information in a professional and straightforward manner
- proficient and prolific writing skills, with the ability to professionally narrate review results and program assessment commentary
- Effective training presentation and facilitation skills using adult learning principles.
- Strong attention to detail and excellent organization skills.
- Ability to work on multiple projects with varying deadlines.
- Self-directed, ability to approach problems critically and analytically, with discerning judgment.
- Effective at research related to needed assistance, resources, and training.
- Ability to receive and incorporate feedback into all aspects of individual work.
- Proficient in Microsoft Office Word, Excel, and Outlook.
- Ability to compose clear and concise audit reports, to gather and analyze accurate and relevant audit information, to evaluate accounting and management operations systems for accuracy and legal conformance, to accurately complete and assemble audit working papers, and to communicate effectively.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
- Work will be performed in a hybrid office environment requiring ongoing computer use. Travel to the Texas CASA office is required for quarterly all-staff meetings and team meetings and events, as needed.
- Travel is required up to 75% of the time throughout the state of Texas during the first year. During this time, the employee may be occasionally exposed to a variety of working and environmental conditions.
- Must be able to remain stationary or move about for long periods of time as well as position oneself to move objects, up to 50 pounds, from place to place.
- This position requires frequent communication in a multitude of settings. Must be able to exchange accurate information in these situations.
FLSA STATUS: Exempt
COMPENSATION: $73,000 TO $80,000
BENEFITS: Remote working environment in Texas. In addition, the person will be eligible to participate in Texas CASA standard employee benefit programs, which include:
